MUSKEGO, Wis.— Kellie Villalobos, 51, has been charged in Milwaukee County Circuit Court with Theft in a Business Setting >$100,000 according to court records. A warrant for her arrest was issued on June 2, 2025.
Allegations and Charges
Villalobos is accused of stealing more than $242,000 from the Wisconsin Association of Foreign Language Teachers (WAFLT) while serving as the organization’s treasurer. Court documents allege she used the stolen funds for personal purchases at Walmart, Costco, Amazon, and Instacart, and to pay off electric bills, cable bills, and parking tickets.
Under Wisconsin law, theft of more than $100,000 is classified as a Class F felony. The penalties for a Class F Felony include up to 12½ years in prison and/or a maximum fine of $25,000.
Kellie Villalobos Career
Villalobos is a Spanish teacher and World Languages Department Head at Muskego High School. Villalobos had previously earned recognition for her impact on language education, including receiving the prestigious Compass Award from the Muskego-Norway School District—an honor given to staff who “show us the way.” Villalobos was paid an annual salary of $90,469, according to public payroll records.

In a statement from the Muskego-Norway School District, they confirmed that “a district employee” has been charged with business-related theft in Milwaukee County Circuit Court. While the employee was not named, the district noted that the individual had limited access to district funds. She is not accused of misconduct in their role with the school system. Villalobos has been placed on administrative leave and will not return to the district. Officials stated that a full investigation will be conducted to ensure no misuse of taxpayer money occurred. Citing confidentiality, the district declined to provide further details but emphasized its commitment to safeguarding public funds through strict policies and oversight.

Meanwhile, a May 21, 2025 school board agenda from the Spencer School District shows that the school board voted to hire a Spanish teacher named Kellie Villalobos. Waukesha County Watch has not confirmed if this is the same individual, but has reached out to Spencer Superintendent Jason Gorst for clarification. According to a May 21, 2025 Facebook post, Villalobos and her husband are planning a “move up north”, although no other details were provided.
