Mukwonago Trustees Endorse Kiwanis Park Plan—But at What Cost?

Mukwonago, Wis. – At the May 7 Committee of the Whole meeting, the Village of Mukwonago formally expressed its support for a proposed driveway relocation that would impact the Mukwonago Animal Hospital and pave the way for future development of Kiwanis Park. It also shows worrying changes to Highway 83.

Village Endorses Kiwanis Park Development Agreement

In a letter addressed to the Wisconsin Department of Transportation (WisDOT), Village President Fred Winchowky endorsed the relocation of the Animal Hospital’s current full-access driveway on State Trunk Highway 83. The existing access point would be shifted to a new, shared driveway designed to serve both the Animal Hospital and the planned mixed-use development at Kiwanis Park.

Village officials emphasized that the relocation aligns with Mukwonago’s Comprehensive Plan and broader traffic safety goals. By consolidating driveways, the plan aims to reduce potential conflict points along the busy highway, improving safety for both motorists and pedestrians. The redesign is also expected to enhance connectivity between adjacent properties and promote more coordinated, efficient land use.

“The relocation represents a meaningful improvement that benefits not only the Mukwonago Animal Hospital, but also the Kiwanis Park development and the community as a whole,” Winchowky stated in the letter. “It positions the area for future growth in a safe, efficient, and sustainable manner.”

The agreement followed discussions between the Animal Hospital and project developers. While the Village Board unanimously approved the motion without any opposition from trustees, residents in attendance voiced concerns about the broader changes proposed along Highway 83.

Kiwanis Park: Major Proposed HWY 83 Changes

The map presented to the Village Board along with the letter revealed proposed major changes to Highway 83 that would impact more than just the Mukwonago Animal Hospital. According to the map, access to Metro Market and McDonald’s would be reconfigured into a “restricted access configuration,” eliminating the center median and allowing only right-in and right-out turns.

Under this design, drivers heading south on Highway 83 would no longer be able to turn left into the Metro Market parking lot. Similarly, vehicles exiting the lot would be restricted from turning left onto Highway 83. These limitations would significantly alter traffic flow, possibly requiring U-turns for drivers wishing to head in the opposite direction.

One Mukwonago resident who spoke during the meeting voiced strong opposition to the proposed plan. He warned that the changes along Highway 83, combined with the new buildings shown on the Kiwanis Park property map, would create severe traffic congestion—particularly at the intersection of Veterans Way and Highway 83. He also raised concerns about the impact of the new Park View Middle School, noting it will bring a 33% increase in traffic, potentially leading to bottlenecks and significant safety issues in the area.

Whether this portion of the plan will ultimately be approved remains uncertain. When asked during the discussion prior to the vote, Trustee Eric Brill stated, “What this is addressing is access into the two properties”. He also added, “This agreement has nothing to do with that access” when asked about Metro Market and McDonald’s. Nonetheless, the map showing these broader changes was included as part of the materials approved in the motion.

  1. Just what Mukwonago needs more traffic there and coming thru town. I refuse to drive there already unless I have to. Try making a left out of Field Park Sub or even into it in the afternoon hours or weekends

  2. What a mess this will be. I also try not to drive on 83. Getting into Associated Bank is a mess now and I will be moving my prescriptions from Metro Market also so We don not have to go to that end of Mukwonago the congestion is bad now, it will be a nightmare after this is done !!!t
